The io/ioutil package has been deprecated as of Go 1.16 [1]. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

The container gets injected a job logger, but during the time that steps
are run, we want to use the step logger.
This commit wraps pre/main/post steps in an executor that replaces the
job logger with a step logger.
